If you’ve followed the backlash against Flock Safety’s license plate readers, you’ve probably heard a pitch that sounds like relief: some cities are ditching Flock for a company called Axon instead. Before you treat that as good news, you should know who Axon is, what it’s building, and why privacy advocates say the switch changes almost nothing.
Who Axon actually is
Axon Enterprise trades on the Nasdaq under the ticker AXON. It’s headquartered in Scottsdale, Arizona, and it used to go by a different name you’ll recognize: TASER International. The company rebranded in 2017 as it expanded from stun guns into a much broader law enforcement technology business — body cameras, dash cameras, drones, virtual reality training tools, and now a fast-growing license plate reader division.
Axon is not secretly foreign-owned and it has no controlling parent company. It’s a widely held public company. The three largest shareholders are Vanguard (around 11 percent), BlackRock (around 9 to 11 percent depending on the filing period), and State Street (around 4 percent) — the same index fund giants that show up atop nearly every large American company. Founder and CEO Rick Smith holds close to 4 percent personally, a stake worth well over a billion dollars. There’s no dual-class stock structure here, no hidden voting shares. Whatever concerns you have about Axon, they’re not about a shadowy ownership structure. They’re about what the company builds and sells.
The pitch: your streetlight becomes a sensor
In April 2025, at Axon’s annual user conference, the company unveiled what it called one of its most ambitious product launches to date: a suite it named Axon Vehicle Intelligence.
The centerpiece is a product called Axon Lightpost, built in partnership with a company named Ubicquia. It clips onto an existing streetlight, draws power from the streetlight’s own socket, and installs in under an hour — no new poles, no trenching, no permitting delays. Once it’s up, it reads license plates, streams live video, and identifies vehicle attributes like make, model, and color, day or night, at highway speeds. Ubicquia’s CEO described the pitch plainly: this lets cities deploy surveillance and plate-reading capability quickly and expand it as needed.
For locations without a convenient streetlight, Axon sells a standalone version called Axon Outpost, a solar-powered fixed camera that does the same job mounted on a pole, a building, a trailer, or even a tree.
Both products feed into Axon Fusus, the company’s real-time crime center platform. Fusus is designed to pull together body cameras, drones, license plate reads, 911 data, and even private security and doorbell cameras into what Axon calls a single pane of glass for police departments. In one Atlanta deployment alone, Axon says more than 40,000 privately owned cameras now stream into the city’s real-time crime center.
That last detail matters, because in April 2025 Axon also announced a partnership with Amazon’s Ring. The deal lets Ring doorbell owners share footage with police departments through Axon’s evidence platform when there’s an active investigation nearby. Amazon had actually killed a similar Ring feature back in January 2024 after privacy criticism. It’s back now, run through Axon instead.
Rick Smith’s own words at the 2025 launch capture the scope of the ambition: Axon, he said, operates the largest connected network of public safety cameras and sensors in the world, and its mission now extends beyond documenting what already happened toward acting on events in real time.
Why switching from Flock to Axon doesn’t fix anything
Syracuse, New York is the clearest real-world test of the “just switch vendors” idea, and it’s worth walking through in detail.
Syracuse dropped Flock in 2026 after local reporting revealed the police department had exposed drivers’ movement data to a huge number of outside agencies, including federal immigration authorities, through Flock’s nationwide data-sharing network. The city’s lawmakers voted to replace Flock with Axon, signing a five-year, roughly $422,000 contract for 26 new plate readers.
Months later, a senior privacy strategist with the New York Civil Liberties Union, who also sits on Syracuse’s own surveillance oversight board, told local reporters he’d requested the police department’s ALPR policy and a copy of the new Axon contract more than six months earlier and had received neither. The oversight board created specifically to vet this kind of technology hadn’t even met all year. When asked whether Axon’s system carries the same risks as Flock’s, his answer was direct: the danger isn’t unique to either company.
That’s not an isolated opinion. The ACLU has published a broader warning naming Axon alongside Flock and Motorola as companies building what it calls “operating systems” for police departments — platforms that consolidate camera feeds, plate data, and investigative tools into corporate-controlled infrastructure. The organization’s argument is structural, not brand-specific: any company running this kind of centralized surveillance platform threatens the privacy of everyone who passes in front of one of these cameras, whether they know it or not.
Axon’s own track record
A few additional data points are worth knowing if you’re deciding whether Axon deserves more trust than Flock.
In 2019, Axon publicly committed not to put facial recognition on its body cameras, following a recommendation from its own independent AI ethics board, which cited accuracy problems and racial bias concerns. In December 2025, the Electronic Frontier Foundation reported that Axon is now testing facial recognition on body cameras in a pilot program with a Canadian police department, matching faces against a watch list. The former chair of Axon’s ethics board — several members of which resigned in 2022 over an unrelated Taser-drone proposal — has said publicly he’s concerned the company is moving forward without enough outside vetting.
Separately, an EFF investigation published in mid-2025 examined Draft One, an Axon product that uses AI to draft police report narratives from body camera audio. EFF’s conclusion was blunt: the tool appears designed to make it difficult to tell which parts of a report were written by an officer and which were generated by AI, because Axon doesn’t preserve the original AI draft for comparison. Some prosecutors’ offices have already barred AI-written police narratives as a result.
And in June 2026, CNBC reported that President Trump purchased up to $5 million in Axon stock roughly two weeks before ICE posted a request for a five-year, roughly $220 million contract to supply nearly 18,000 Tasers. The White House called the timing a coincidence. Axon already supplies close to 90 percent of Tasers used in the United States.
The foreign ties, and where a popular claim gets it wrong
Axon does have real financial ties to Israeli technology companies, and you should know about them. In late 2025, Axon announced a $625 million all-cash deal to acquire Carbyne, an Israeli-founded 911 and emergency dispatch software company with roughly 80 engineers working out of Tel Aviv; the deal was expected to close in early 2026. Separately, back in 2021, Axon invested $90 million for a stake in Cellebrite, the Israeli company known for its phone-forensics tools used to extract data from seized devices.
Those are real, verifiable facts. But a piece of writing circulating online takes this much further, claiming that a provision in the 2027 defense authorization bill is designed to specifically benefit Axon by deepening its access to Israeli military technology. That claim doesn’t hold up. The provision in question is real, but it’s a generic U.S.-Israel defense cooperation measure aimed at integrating things like counter-drone and missile defense technology into U.S. military procurement. It names no company, and it has no clear connection to Axon’s domestic policing business.
That circulating claim also appears to confuse two entirely different companies that happen to share a name. Axon Enterprise, the Scottsdale-based company this whole post is about, has nothing to do with Axon Vision, a separate Israeli defense AI company that trades on the Tel Aviv Stock Exchange and builds counter-drone systems for military platforms. No shared ownership, no shared leadership, nothing beyond a coincidental name. If you see a source treating these as the same company, that source is wrong, and it’s worth correcting rather than repeating.
The legal loophole that makes all of this possible
Here’s the part that ties everything together. Under current law, a license plate reader taking a photo of your plate on a public road generally isn’t considered a search under the Fourth Amendment. Two Supreme Court cases set the boundary that matters here: one held that attaching a GPS tracker to a car and monitoring it for 28 days requires a warrant, and another held that pulling a week of historical cell phone location data requires one too. Courts so far have declined to extend that same warrant requirement to license plate readers, drawing a line between a single photograph taken in plain view and continuous, deliberate tracking of someone’s whole pattern of movement.
A federal judge in Virginia reinforced that line as recently as early 2026, ruling that Norfolk’s camera network was constitutional as currently used, while explicitly warning that the technology could become too intrusive as it keeps improving. That case is being appealed.
There’s also no comprehensive federal law governing how long this data can be kept or who it can be shared with. Congress’s own research service has confirmed that gap directly: no federal statute comprehensively regulates ALPR data collection, retention, or sharing, and it may simply be left to the courts to sort out over time. In the meantime, Axon’s default retention window is 30 days, configurable by whichever agency buys the system — the same default Flock uses. Rick Smith has said publicly that Axon doesn’t sell public safety data and considers it owned by the agencies that collect it. That’s a policy promise, not a technical guarantee, and it’s worth remembering that the data itself still lives on Axon’s servers regardless of who legally owns it on paper.
The bottom line
Axon isn’t a fringe player angling to compete with Flock. It’s a well-capitalized, publicly traded incumbent with body cameras and Tasers already in most American police departments, now building a parallel plate-reading and real-time surveillance network with the explicit goal of turning ordinary streetlights into sensors. Cities that swap Flock for Axon aren’t opting out of mass surveillance. They’re picking a different vendor to run the same kind of system, one with its own facial recognition reversal, its own AI transparency problems, and its own expanding footprint into federal law enforcement work.
If there’s a lesson in the Syracuse story, it’s this: the fight was never really about which company’s logo is on the camera. It’s about whether any private company should be building the infrastructure that tracks where everyone drives, with no warrant required and no federal law setting the rules.
